Transformation of the delivery of health and social care (HSC) within Northern Ireland has been a much debated topic since Professor Rafael Bengoa published the “
Systems, Not Structures: Changing Health and Social Care” report in October 2016. Due to various global and local circumstances, little has changed within Northern Ireland's HSC environment to improve service delivery for both patients and healthcare professionals.
The
encompass programme is one of the first universal digital HSC ‘systems' to be implemented which will deliver much needed change, creating a single digital healthcare record for every citizen in Northern Ireland with the aim to provide patients and service users with the safest, highest quality of care that is possible. Alongside the Core LIMS and NIPACS+ programmes (laboratory and imagining solutions, respectively), the encompass programme will enable major transformation across the Northern Ireland with an overall objective to increase efficiency and provide ease of access to data and information to optimise patient flow and treatment pathways.
Initially implemented in the South Eastern Health & Social Care Trust (SEHSCT) in November 2023, encompass will be rolled out across all HSC Trusts in Northern Ireland by the end of 2025 to create better experiences for patients, service users and staff. As the programme evolves, encompass has the potential to give patients and service users the ability to view and update their health information online wherever and whenever they like. It will also make it easier for HSC staff to view important data about their patients and service users both in a clinical setting and while working in the community.
Daniel will share his experience of working as a trainer within the HSC Business Services Organisation (BSO), delivering the encompass programme to HSC staff and illustrate how digital health and care in Northern Ireland not only has a role to play within the public sector, but how it will link into both the private and academia sectors, and shape Northern Ireland's future.
